Roots on pepper stem?

I just noticed that my pepper seedlings (fairly larger sized ones) are somewhat developing root looking appendages on their lower stem. This is not happening to all my peppers, but more so on a few that I have topped a few weeks ago. Heres the worst example. Is this possibly roots? Maybe the effect of adding mycos to my soil when I potted it up? Any idea? I've never seen this before. Not sure how to post a photo but they look like half inch long white fuzzyish roots sticking out
