Is this mold? (removed water damaged baseboard)

We discovered our back door was not installed right after the baseboard started showing water stains. We have replaced the back door and discovered this when pulling out the baseboard to replace. Worth noting this is about 3 feet away from the door and the back of the baseboard looked fine when we pulled it out. If this is mold how do we proceed?

This is an exterior wall with no plumbing.

If the door is no longer leaking I wouldn't worry.

Spray it with a bit of bleach and water solution, let dry and proceed.
