Looks like a purple leaf sand cherry, Prunus x cistena. Depending on how hard and how often it gets pruned as to whether or not you would see any flowers.

Normally they get pruned after flowering. If you are pruning late winter/early spring you will miss the flowers.

Thanks Gardengal for the i.d. I may dig it up and move it or leave it alone for a year to see what it does. It seems to be a slow grower.
