Should you remove old needles under arborvitae hedge row

We have a hedge row of 50 arborvitae‘s. We planted them 25 years ago we’ve never cleaned out The needles from underneath that have fallen. We’ve always cleaned out leaves and such. Currently there is probably up to a 6” to 10” deep of needles compacted. We have 2 to 3 small dead spots appearing and a local arborist said to clean out the needles. Not a small task and want to be sure it’s necessary and i wont damage the trees w the digging that will be needed.. One of my concerns is in the process I’m seeing hundreds of thin small roots spread out through the needles I’m scared if I cut them in the process of removing the old needles I’m going to damage the tree any thoughts?
