Don't know the weed, but I believe China fringe is the tree that looks like red fireworks going off in the spring.

Since you mention crabgrass, yes, it does look like the curly leaf version of crabgrass. If it is crabgrass, it will die in the near future, but it will leave a lot of seed. You can spray it now or on April 15 with an atrazine product to kill the weed and the seeds. Here's one I use.

Be sure to read the label 3 times before using. Atrazine is not to be trifled with. Walk backwards when spraying so you don't have to walk into it. Don't spray in the wind.

Never heard of Randy Lemmon, so I had to check in. If you do not live in Houston, I would not take any of his advice seriously. While it might work for some not living in the greater Houston area, he will have you buying a lot of product you do not need.

Since the OP is in the Houston area, I would still caution you not to buy into all the specific NPKs, timing, exotic dusts, and fungicides. St Augustine should not need fertilizer until May. It will come out of dormancy enthusiastically with the nutrients developed in the soil over the winter. Toward late April you might see it slowing down or yellowing. Fertilize then. In early to mid April you should have a healthy crop of weeds. That is the best time to spray the herbicide I mentioned earlier in this topic. Fertilize again in early September and late November. St Augustine is really easy. Don't make it hard with all the different items in Lemmon's catalog of potions. Besides, he's a journalist more than a horticulturalist. He's simply spouting the TAMU main line of selling sponsored products.

So I checked on his organic schedule. He spends more time trying to convince you not to use organics than he does telling you what to do. He clearly is giving the TAMU line once again. Organic lawn care has moved far beyond expensive commercially bagged fertilizers, compost, and cow manure. Yes, it is slightly more expensive than chemical fertilizers, but not like he would have you believe.
