The plant is a Cordyline australis. I am guessing you are in the UK and we had a week or so of very cold temperatures before Christmas. I think your Cordyline has been damaged by the cold, judging by the state of the foliage. The oozing from the trunk implies internal rot of some kind. If it were mine I would wait and see how it behaves in the next few months. If it still looks rough by mid-summer I would just cut it down. They do regrow from the base sometimes.

Likely the oozing is more cold damage. At any rate in my area recurring freezing down to the root crown of these, starting over from there is the norm for these. Any time it gets below, say, 15 degrees F.
