Did you soak the seeds overnight, as is commonly recommended? Germination doesn't care about lights for most seeds. Seedlings do.

Yes I soaked - leeks do need light to germinate, some references say indirect light.

What's the temp on those seeds? Leeks like it a little cooler than some other seed. If they are on a heat mat, that can be warm enough to impact germination rate.

Are the seeds new or a few years old? Allium seeds have a reputation for losing viability rather quickly. What type of success have you had in the past growing onion family seeds inside? Is the temperature in the room warm? Or unheated?

Bought seeds in 2021. In the past I do think germination rate was lower but not this low. Room is at 70.

If the seed is a couple years old and you think there was already a lower germination rate, it's entirely possible the seed is just not as viable as a couple years ago. Use up what you got, hope it compensates for lost viability, and get fresh seed for next time.

But other references (including ones referenced here!) say the seed lifetime is short, like other alliums. Take your pick.

If the seed was bought in 2021, might be the seed was harvested in 2020. With most charts reading 1-3 years viability on leek seed, I wouldn't be surprised if leek seed that is over two years old has a lower viability than fresh seed.
