New Build and lights flicker when plugging in to outlets

Is it normal for lights to flicker when using an outlet? We just built a new house and when turing on the vaccume our lights flicker. In one room when I plug in a phone charger it turns the lights off in that room as well as the hallway. Is this normal even in a new build home? I know the lights turning off is not normal but what about when I turn on the vacuum, is that normal? And is there a way to fix the issue?

Lights flickering may mean a short in the line. A short in the line may mean sparks generated. Sparks generated may mean fire for nearby combustable material. Combustable material are normally are what made of.

Quit reading this and call the electrician.

In our jurisdiction, for a new build the electrical authority takes great interest in such defects.

As a builder, my electrical contractor put off repairs until I mentioned the magical word: inspection. And suddenly he had his best troubleshooter on site.

It could be a bad breaker. Get it inspected immeiately and don't use the vaccuum cleaner until that has occurred.
