yes they are. They can be planted and will grow just like regular garlic cloves.

It's likely a softneck garlic. They *usually* don't produce bulbils but they will when the plants are stressed and they are often produced in the middle of the stem.

I concur with Rodney; probably an artichoke-type garlic. Those don't usually produce bulbils, but will form stem cloves (and correspondingly smaller ground bulbs) if the plants are stressed... such as by excessive moisture). Moved into good garden soil, the bulbs should reach normal size in a year or two.
