Getting quotes on a new roof, do I need a new one, or repair ?

22/23 years old, outside of Boston.

Seems like a lot of granulation in gutters and areas of roof.

Damage from severe ice dam was "repaired" 4/5 years ago (both ther ice dam and the manual removal of the ice) - there are still a lot of cracks and damage

Good amount of moss on parts of the roof

Attic seems dry (hard to tell, it is half attic, hard to inspect).

Don't want to spend a bunch of money for repairs only to replace in 2-3 years.
