Lumps like that can allow some shingles to be torn off by the wind. Not a good look, either.

Likely that a piece of drip edge of the valley metal is a bit kinked up there. That or that the shingle hasn't laid down yet with heat. When was the roof put on?

If it doesn't lay down after a couple of warm days, I would ask the roofer to come back out to fix that small section and hand seal those couple of shingles.

Lumps in asphalt shingle roofs can be caused by the roofer's failure to leave a space between shingles when roofing over roof jacks. With no space, the shingle can't relax after the jack is pulled.

Thanks for the responses. The roofer came out this morning. The metal under that circled area was indeed kinked up. Hammered that down, and the shingles are already starting to lay down on their own.
