The issue I think is that the cocrete under the flooring can still not be dry

LVP in an unconditioned space is not a good idea, especially over an exterior concrete slab.

You could install ceramic or porcelain tile designed to look like wood and that would survive.

Or you can paint the concrete.

I dislke painted concrete really for the same reason not to do LVP the concrete hols too much moisture . The tile idea is great even avery eimple one and some great outdoor rugs thta stand up very well in covered areas . Fun patterens and colors too.

You need porcelain tile. Not plastic that might last a season.

I suggest you install porcelain tiles (make sure they are for outdoor use especially if you live in an area where you have cold winters). Painting looks nice but will require maintenance in the long run.
