I knew everyone woudl say that:) It gets more interesting. I harvested medium size in summer. When I did now all I find are very very small ones. TGhey had scapes full of seeds. It seems like all the heads rotted (I find this hard to believe) and only small plants from the seeds from 2024 are there. It is a damp area. In my raised beds (somewhere else) I have many I do not harvest sprout.

To the extent your ground was frozen down several inches, I would think that would lead to rotted garlic. You can freeze garlic, but when thawed it has to be used immediately. Thawed frozen garlic gets squishy, and if it sits in unfrozen ground after thawing, it'll probably rot.
