Yes, it's a juvenile cypress cultivar, maybe of C. pisifera. We have the same one up here. Cut a small section of branch with representative foliage and take it to a garden center with a strong line of conifers during the fully-stocked spring season, compare with those in stock to see if any resemble it.

A juvenile? The tree is multi-stemed and about 20' tall or more. It is indeed a cool tree. The bark is reddish and shreds. I would welcome anyone to stop by and take a closer look.
