No height requirements that I know of that would apply to this situation.

PVC can be painted, knock the slick off the pipe first with fine steel wool.

Thanks and I have another question. Can I run the pvc along the outside of the posts and beams to my flood lights etc.

You will need to use schedule 80 PVC where it might be exposed to damage.
