A/C wired to main panel only?

I had 2 electricians come out to bid upgrading my service from 100amp to 200amp. Currenty the main only has 1 100amp breaker that feeds the sub-panel. I want to add A/C so I figured I needed up up the service.
Electrician #1 tells me you can upgrade the sub-panel to get more breakers and just run the 30amp A/C from that and not touch the main.
Electrician #2 tells me the A/C needs to be connected to the main and should not be connected to any sub-panel meaning the main needs to be upgraded.
I live in California if that matters. Can anyone tell me if Electrician #1 is correct? That would make it less expensive and would not require local utility to get involved.
