They do make stools that swivel to any size, however they do not look like what you have in the picture. They are round wooden seat tops with metal bottoms but they swivel so that you can adjust them to any height.

This would be the least expensive way to solve the issue. If you wanted a better stool them you are looking at a custom made.

There is one other solution depending on if you are handy or not. You could trim the bottom of the legs to the height that is comfortable to you. If you cannot do this, you can get a handyman who could.

That is correct. It is not yo often that I have seen kitchen counters lower or higher then 36". Usually in very old homes you will find that. Anyhow, if neither are comfortable for you then adjusting them would be your only option. It is an easy fix.
