As a registered architect I might have some bias... An interior designer usually focuses on mostly aesthetic issues, while Architects tend to deal on not just the aesthetic issues, but a number of other items at play such as structural, waterproofing, HVAC, plumbing, and others that that impact the whole home. Architects need to be registered in all states and are required to maintain continuing education on the health, safety, and welfare of buildings and other continuously changing issues. Most states do not require Interior designers to be registered, nor require any type of continuing education. Different size projects also determine the role that each play; as larger jobs might find the architect focusing almost exclusively on the exterior/shell of the home (design, waterproofing, structure), while an experienced Interior designer will work with that same architect to marry interior finishes and layouts to make the home a cohesive project. Many Architecture firms have interior designers on staff for just such a reason; Architecture is a collaborative process.

As with any group of professionals, some interior designers are more seasoned and holistic, while some architects have less vision. It's always important to interview the professionals you are looking to work with to see if their personality and style fit what you are looking for. For minor jobs such as moving a closet you might find a better reception from an interior designer or even a general contractor. if you are also doing major work on your bathroom and reorganizing walls(some that might be structural) I'd say contact a local architect.
