I've made a couple of rag quilts and both times I made the batting about 1" smaller all the way around. My flannel blocks were about 9", so my batting blocks were 7". But maybe if your blocks are smaller, make the the batting about 1/2" or 3/4" smaller. I like to make the batting smaller so that the fringe part will be fluffier, and easer to cut.

Hi. I've done a few rag quilts from flannel and I agree with cutting the batting to the size of the finished block so that it is not part of the fringe when you rag the quilt. I've also done flannel without batting for a lighter quilt.

I agree. I wouldn't put the batting as part of the fringe. It won't stay together over many washings like flannel and over time, I think would come apart. You will do better cutting the fringes without it.

Most of my rag quilts were with denim so I did not use batting, just too heavy. I did make one with 2 inch squares and did not use batting cause they were just too small.
