Lavender may be an option. Some have a milder scent than others and some varieties are more colourful. Deer can't stand them though. Spanish lavender is more colourful, but less scented. It has more unique flower heads. It is a bit less hardy. French and English lavenders have more scent, but are more forgiving of less water and attention. You can cut them back and they bounce back. They can be cut to maintain their size or allowed to grow more bushy.

Deer don't like Salvia either. You can get a variety of colours from dark blue to red and they are interesting. Some have a scent.

Lavender-cotton is a type of shrub with a bit of yellowish flowers. It is easy to grow and cut-back. It has a bit of a stinky scent if you rub the thin silvery-grey leaves. I'm guessing that is the reason deer will not touch it. It's fine if you are not near it. It doesn't smell other-wise. We had some at our old place and I planted it specifically for the deer-resistance.
