I'd like to have some drawers like these on top of my kitchen counter - use the drawers to corral small things I use frequently (coffee, coffee filters, tea, etc.) and the shelf above can serve as storage, too.

I'm definitely not wanting a pink/teal/black/gold look - the aesthetics are unimportant! - just wondering about the actual drawer/shelf structure and how it sits on the counter. Could I have small wood drawers made and simply build a frame/shelf around them and have this entire unit just sit on my counter? I've never seen something like this in person before and this is the only photo I have to go by. Any ideas?
