need help with rug creeping

I bought an indoor outdoor rug (NuLOOM alexa) to go over my carpet in my living room. I put a non-slip pad under it when I installed it and it was fine for a few weeks. Then it started to "creep"-- bunch up; it won't lie flat. How can I get it to stay flat, It seems to be getting worse and worse. I will post this again when I am at home and can take a photo.

The creep will continue,,,,,,,,and continue.......

A rug over another rug almost always creeps and the deeper the pile under the rug on top? The more it will creep. Exceptions that work fairly well are animal hides atop sisal, or a handwoven oriental or kilim flat weave on sisal. Area rugs are meant for bare floors, for the most part. Nails are your next attempt : ) Even a cocktail table on top won't prevent bunching up , sometimes worsening the situation.

A designer recommended this approach so I'm surprised it didn't work out --- area rug over wall-to-wall carpet. thank you for your information. Could I spray the rug lightly with water or use a steam iron to flatten it out and then anchor with heavy books for awhile.?
