Recessed lighting, changing light switches, ect ect...

Hi everyone,

I want to install recessed lighting, change out light switches for newer ones, and relocate a few outlets at home. I spoke with an electrician who did work at my job and said he could do the work for me for a good price(a friend of my boss).

So my question is: I hear people talk on this and other sites about permits and things, but he never mentioned having to pull one. If he's doing the work and assuming he does everything to code, would him or I need to pull one? And if we dont pull one what happens then? I read about people having electrical work done by a professional all the time and they either get permits because its a new construction, or major reno......then i also read about those who have work done by a professional who have slight work done and no permits get pulled. All this is interesting to me and would like any input you guys and gals have. Thank you:-)
