If you like strictly decorative shutters you can do it, but you might want to wait until you have the porch all decked out with your furniture, plants, door mat, etc., to see how busy it may get. The upstairs windows may make it look a little top heavy if your furniture isn't a dark enough color to weight the porch equally. Much will depend on the size of your columns supporting the porch roof.

My own inclination would have been to add wider exterior trim boards on all windows in lieu of shutters if only because to get the shutters wide enough to meet the criteria that, if they were closed, they'd cover the window, then they might well be too close to the front porch lights.
