Make-up air vent located at ground level

We have a make-up air damper that automatically turns on when the range hood is turned on to replenish the vented air with fresh air from the outside. But due to limitations in how our old house and it's hvac system is constructed, the only place to locate this make-up air damper vent is low on an exterior wall, basically right at grade or even a little below grade. What would be the best way to protect this so that we don't have water leaking into the basement or have the vent getting blocked off (I'm thinking snow drifts in the winter and possibly birds or animals trying to nest in it etc)?
