Waterlogged soil and garlic

We had 70 inches of rain in 2018 (20 inches more than average). It rained 12 inches in December and another 2-3 inches in Jan. I planted my softneck garlic on Nov 1 in a 4 x 8 foot raised bed. There are 5 to 6 leaves on each plant. I put wheat straw on the garlic. I am now worried about it being too wet for the garlic. According to the forecast, we should have 7 days without rain. Should I remove the wheat straw from around the garlic to let the straw and ground dry out a little.
