soundproofing from the neighbors kids

What's the most cost effective way to soundproof a room? We can clearly hear the kids next door running and screaming, so would like to make our apartment more peaceful. We are re-doing the walls, floors and ceilings, so now is the time to try to fix this issue. Any advice would be appreciated.
