Looks like it was just screwed in with wood screws, and it couldn't hold the weight. How much space do you have underneath that base. Maybe a heavy-duty drywall anchor similar to https://www.homedepot.com/p/Hilti-3-16-in-Drywall-Anchor-with-Phillips-Flat-Head-Screw-8-Pack-3588749/305534692 with washers under the screw head if required. Clean up the broken particle board (that's not plywood) as best you can, drill through, and run these anchors.

Don't put a full plywood floor in on top the existing.

Simply lay two 1X3 or 1X4 s across where the front pair of holes are and where the rear pair of holes are. (These slats are on top of the bottom shelf.)

Put 2-4 screws in each 1x4 and thru to the existing base of the cabinet.

You will now have two slats running side-to-side firmly attached on your cabinet bottom.

Now simply attach the metal pull out frame to these slats, possibly using the original screws.

Get a better trash pull out mechanism than that bottom mount wire hanger thing. Those always break. Take wooden toothpicks or wooden skewers and push them in the now too big holes and break them off. It may take several per hole. It will make the screw hole tighter and allow you to rescrew into the holes. It doesn't matter that the bottom is bumpy near the holes. you just need the holes to hold the screw. I learned this trick from my mom and have used it for such stripped screw holes including door hinges. If really bad, you can put in the toothpicks and add some bathroom caulk or elmers glue to the hole and wait for it to dry before rescrewing into it. :)

Yes, the door will have to be adjusted.

Of the two suggested methods, a full plywood floor or 1x4's, personally, I would opt for the plywood. Because the plywood can be anchored around the perimeter, farther away from where the pulling source of the screws that anchor the pullout. And will eliminate the chance that a screw holding the new wood being exactly where you need to install a screw to anchor the pullout. If you opt to use 1x4's, be mindful of where you put the fasteners relative to where you will need to install fasteners for pullout hardware. Either method will work, though.
