Getting too tall and infected by scale insects

Hello guys, this poor olive tree got infected by brown scale insects in last two months, now it's under control Leaves have been falling off and new leaves coming out at the same time. The problem is it's getting too tall unevenly. Considering it's about 1-2 years old. Should I prune it and make it shorter? Are the longer shoots taking up most nutrients? Much thanks for your advices!
