(I do not think cutting through the cabinets here is a problem. There may be other problems.)

My under cabinets LED strip lights were placed at the perimeter (outer edge) of my cabinets. They light up my counters perfectly❣️
Do your center strip lights give good illumination to counters??

It looks like the hardwire Romex connection to the LED lights was done with electrical tape. The Romex may be carrying low voltage, not line voltage (ie there is a transformer downstream) but electrical tape is not a long term installation. However it is very easy to fix. They need to run the romex to an approved box. Use something like this shallow Legrand box

and connect the Romex wires to the LED light wires inside that box. Problem solved.
