Attic insulation question

We are having a company come and increase the amount of decking that we have in our attic and add insulation which is woefully insufficient. I just got the proposal. They are closed right now and I have some questions which I will ask them Monday. But first, I'd like to ask here. If there are any other questions I should ask them on Monday please let me know.

"Hot" area:

There's an option in the proposal to add insulation underneath a room which they are calling a "hot" area. This is a bonus room the previous owner of the house added over the garage. The proposal is asking if I want to insulate the floor of this room (the ceiling of the garage). There is an access door to this area in the bonus room so they wouldn't have to bust open the garage ceiling to do it. But here's my question: I always heard that if there's an area over an non air conditioned space you're not supposed to insulate it. I don't know why, but that's what I have heard people say before. Of course the room above is air conditioned. Maybe I have misunderstood this. So should we say yes to insulating under the bonus room which is over the garage?

Lights:

This statement is in the proposal: "Install 10 recessed lights, metal barriers, to prevent shut off / over heating." It's only been a few years ago when I paid an electrician to replace every ceiling light in my house with new LED recessed lights. Why do they have to replace them? Do they have to replace the entire light assembly, just put some kind of metal barrier? I'm not sure I understand this statement in the proposal.

Of course I will ask these question on Monday, but wanted to post here to gather opinions, and please let me know if there are other questions I should be asking.

Thank you!
