It really helps to know where on the planet this might be growing. Without that detail and a better photo, I'd guess Casuarina glauca. Or possibly Acacia cognata 'Cousin Itt'

Looks a lot like that Aussie native ground cover, Casuarina 'Cousin it'. I've a couple growing, a bit healthier looking than that one,.

Stevie, can you get a close up? The ends of the stems look quite pointy. The Casuarina has stubbier ends but its not easy to see such details.

As I suspected. Pointy leaves. It’s a grass. You can see the dead flower heads. No idea what kind.
