"I've been controlling the aphids with neem oil spray in the morning."

Never use neem oil in the sun- it burns foliage. If you need it use it after the sun goes down. But aphids are easy- just turn the hose on them. If you are treating for every bug you see this might just be a case of "over care" causing the issues. Even the little perennials underneath it look burned.

Send those photos to your local cooperative extension agent. They are familiar with all the fruit maladies going around in your county as well as what is working on them. If you have a problem they'll figure it out.
