How to insulate small section of wall

There's a small section of wall in my living room between the front door and my picture window that's cold and drafty. It's cold when I put my hand on the wall. A draft comes through the switch plate and the outlet plate. i already have the foam inserts designed for the plates but the cold air still finds it's way through. I don't have an entryway of any kind, so this draft is right in my living room.

I was wondering about stuffing the wall by hand with some kind of insulation, either through the existing hole for the double switch or by making a new hole and then patching it when done. Foam would be ideal I think, but I only need this small section done and it looks like hundreds of dollars to do blown in foam. I really don't know where the cold air is getting in, I had the exterior siding caulked.

Any ideas of what to do with this?
