there is no possibility of frost resistant flowers... frost freezes flower tissue and destroys all buds .. i know because inn MI ... its a 50/50 shot every year.. which spring flowering trees will flower properly ...

my cherry tree blooms significantly.. about every third year ...

destruction of flower buds is irrelevant on a non fruit bearing tree .. and it has no long term effect on the trees health.. unless it is a very late frost or freeze.. and new leaves are destroyed... the tree wont die from this.. but it might be a little weaker the following year.. due the use of significant stored energy ...

the tree in the pic is in z7 ... so all of the above is most irrelevant.. but you dont say where you are.. nor what use you have for the tree ... beyond simple ID ...

The tree in the photo is in Fredericksburg, Virginia, halfway between Washington, D.C. and Richmond, VA. It has apparently thrived as a street tree, living between the concrete sidewalk and the asphalt street. When the tree in front of my house dies, I want to be ready to ask the city if I can have one of these. Hence my interest in knowing what it is. I love that this is an early bloomer.
