The chaise is movable so I can.place on left or right. The rug is 8 by 10. Maybe the loveseat is too close to the wall? I'm not sure If the TV console should be where it is or on the opposite wall.

IMO a fixed chaise is never a good idea for seating and that is really bad since who ever sits there is forced to sit with there legs up on the chaise . Just get a sofa and 2 chairs no loveseat which really are just a big chair where you can't reach one arm rest. An ottoman that can have tray on it for snacks or drinks is a better choice IMOIf you trully want help we need a to scale floor plan posted here in a comment in jpeg format DO NOT start another post

Is the TV to be mounted above that console by the steps?

Looks like you have plenty of room for a larger rug.

We might suggest rotating the rug and then once the sectional arrives, place it where you currently have the loveseat and place the loveseat on either side of the sectional.

The TV seems like it can work in that space and the rug should work. However, you might consider turning the rug so that it is horizontal not vertical and then removing the loveseat and placing the sectional in that spot. You could easily flip the layout though and have the TV/console on the big blank wall behind the loveseat. Please see how we've positioned these sectionals in our designs below.
