Ceiling wall paint peeling badly around every air register, help!

I have a 1950s split level home that I just purchased and on the upper floor every air register has a lot of blistering paint, only around the registers. Do you think the registers need to be removed to check how/ if they are sealed? Extra insulation? Something to help with the humidity in the attic? Is this something I can DIY or call an hvac?
