Will this wiring project work?

My mom wants an outlet on her bathroom wall. On the other side of the wall is an outlet she never uses not been used in my lifetime of more than 50 yrs.

Can a hole be cut in bathroom wall directly across from the other outlet cap the old outlet off (disconnect) an add new outlet in bathroom with the wiring from what was bedroom outlet?

It would likely be illegal to do this. Bathroom receptacles have strict requirements:

1. They need be served by a 20A circuit
2. They can't be on circuits shared with non-bathrooms
3. They need GFCI protection

That being said, on an older house #1 and #2 may have already been violated. You con't even need to "cap" the old outlet off. Just make sure that you use a GFCI receptacle that you install in the bathroom.
