Mount the rods halfway between the top of the frame and the ceiling.

You can hang them from any height over the window. Here's a little guide. Even if they're just for decoration, they should still look functional.

A roman blind would be a good option to add interest. It could be a faux blind and always be open or a full one and be able to close.

This one is hung at the ceiling but you could mount yours inside your window frame if you prefer.

A Roman Shade is likely to cover part of the doorway. I would not recommend it.

I always liked the look of the side panel drapes with a shade in between to fill in the space above the window...

A lot of folks like to center a woven wood shade between the drapery/curtains. We just had someone submit a beautiful example, take a look!

I would never hang them at the ceiling if they are not functional. I like the idea of making a window look bigger by getting the curtains off of the casings above and on the sides..but not if they will hang open most of the time telling the world you hung them HIGH.
