Are they raised dots? Can you dislodge them with your finger nail? Does the plant get bone dry prior to watering?

Also your soil doesn't look evenly mixed, which might cause dry spots which can dry out roots.

No they aren’t raised dots, I use a soak and dry method where I make sure the water is running out of the pot so the soil gets a good watering and then wait for a week if not a bit more before I water again. I use the soil for all the rest of my succulents and they’re thriving really well so I’m stumped on why this one is acting out of the ordinary.

Is the plant any better or worse? Can you dislodge the dots with your finger nail?
