GFI won't reset

I have a small outdoor pond whose pump is serviced by an outdoor GFI outlet. The reset button has popped out and won't stay in. The pump hasn't been plugged into the outlet all winter. The outlet box is covered, but it's likely that moisture could have gotten in there. There are two outlets inside the house in which only one of the plugs works, but other than that it doesn't appear that anything else is malfunctioning. Any thoughts?

GFCI receptacles in exterior locations routinely fail after a few years.
Equipment exposed to outdoor conditions can be made to last longer by coating of PC boards ad other steps, but the cost of production GFCI receptacels is so low it is cheaper to replace them.
If the receptacle will not reset with nothing plugged in, it likely has been damaged from exposure.
Replace the unit.

The GFCI and the outlets may be controlled by a switch. Do you have a switch anywhere that doesn't seem to do anything?

Of course, you may also have a fault. Does it reset if you disconnect all the loads?
