Talk to an experienced foundation contractor. You probably will need to consider waterproofing the walls as well.

I know people who have done it. Hire a really great engineer!

There are a few concerns in the process of house lifting. The first is the zoning laws in your area. Height restrictions can prevent that ten foot lift. Second is the neighborhood....if you live on a street of one story houses and will stand out, it can be good....or it can be overbuilding for the area, that is, increasing the value of the house so far beyond the surrounding homes as to make it un-doable financially in any sort of time frame. Third is the engineering and practical aspects. Extending utilities, heavier foundations to support the heavier loads, structural concerns for your area, like earthquake or wind uplift or even side blown wind and water. An architect, an engineer and a good builder can get it done...but at what cost? Where the cost of dirt is extremely high...like San Francisco, it can be worth every penny. But in the wide open of Texas....not so much.

Although I have never done this before I suggest that you hire a good engineer ,with residential experience, as well as a designer or architect. It sounds like the existing house has 8 foot ceilings. With the new main level having 10 foot ceiling proportions will be important.
