It's the wall on the opposite side of the bathroom on this floor plan and I'm going to find out if the plumbing allows for that additions to take place. I figure even if its not 2" as you stated it has to be cheaper than running all new plumbing to the basement (as you can tell I know NOTHING about remodeling) :-)

Looking at your plan I'd say you picked the best possible place for the lowest possible cost. For your budget figure the overall length of counter you want to install along with any appliances. A trip to Lowes or Home Depot will give you a good cost for materials and a few calls to contractors should give you a good idea for labor then kick back and enjoy!
