It is difficult to say whether you can place the powder room where the laundry is now without knowing more about the house. Likely you can, but it may be costly depending on much trouble it is to get the plumbing in the right place.

Thank you for answering this as I read 60" and I think 66" would work best for the size of scones. The electrician is waiting on my answer.
