look into Muralo Vogue colors, dead flat extreme, supersaturated and true pigmented colors. Looks like their chroma key blue with their black mixed in a tad. Then distressed and gloss finished. Nice! I was looking to do this in my own kitchen. I have delft blue chandeliers and flowblue plates. http://www.muralo.net/products/specialty_0035.php
