There would not be sufficient heat coming off the cooktop to affect the spices. Heat rises, and the spices are below the heat source (no oven here!)
Ideally yes, spices and heat are not a great mix, but sometimes we haven't got much of a choice, as kitchens don't all have unlimited storage to put the spices in a pure environment. I see nothing wrong with the placement of these pull-outs, and if i were a cook in this kitchen, I find them to be in an ideal spot.

There is no problem with the location of these racks. Wood is an insulator not a conductor of heat. That is why they put wood handles on woks. There will not be enough heat transfer to have any impact on the spices. And being kept in a dark drawer is better than any open space.
