On a tree that's never bore fruit, you just need to wait. Some take longer than others. If a tree bears fruit and has little bloom the next year, that means it over-cropped and you need to thin more and earlier.

I've got a "Sweet Sixteen" that i put in last spring which looks to have a few flowers. I wonder if its just variety, because i have a few others that didn't flower GOOD until their third year in the ground. I'm sure branch bending also helps.
