Help with Hardy Fuschia Leaf Spots?

Last summer I rescued a hardy fuchsia from outside and made him a permanent, indoor member of my family's home. For several months I've found that some of the leaves develop tiny (pinpoint) yellow-tan spots. I don't know what they are and was hoping someone could identify them for me. There are no spores (so I don't believe it is rust). And, there is nothing on the backsides of the leaves. I have no experience with fuchsia so it is possible this is normal. Any help would be greatly appreciated.

No, it's not normal. Looks like the stippling that occurs with spider mites or other small sucking insects.

If it is a hardy fuchsia, what is the reasoning for trying to make it a houseplant?

Thank you for your reply. Any advice on what I might treat it with if I'm not certain which sucking insect is the cause?

Reason to make it a houseplant - We've enjoyed it. In the past we have tried having hardy fuchsia as strictly an outdoor plant, but they never survived the winter (despite living in Zone 6B). And, since I already have several tropical plants, including a large 6-year old hibiscus, that I over-winter indoors a small addition isn't a problem.
