They look like aphids to me and maybe in a couple of life stages. Have you checked to see if they move? Dead aphids tend to stay in place unless washed off by rain or a strong stream of water. Sticky little buggars!

I'd take it to the sink or shower and gently hose it down, washing off all insect remains, and then keep an eye on it.

Trimming off the affected parts can be a way to get rid of aphids, if they are colonized in specific areas. That is how I usually see them, when I see them.

Washing off heavily aphid-infested plants is a good idea prior to any spraying, to give insecticides a chance to work (less practical if you've got a lot of plants to haul to the sink). Insecticidal soaps provide good control but repeated applications are necessary to wipe out successive hatches from eggs.

I agree it's aphids. I've found mechanical removal works best. Use your fingers to crush them and then scrape them off. Really not as bad as it seems.
