Remove plant debris or not?

I keep reading that I should remove plant debris from the garden in fall to reduce overwintering diseases and insects.

I left my strawberry leaves in place because last year I noticed a ton of ladybugs overwintering in them. I didn't have a problem with diseases in the strawberries this year. I am worried about spinach leaf miners overwintering in the soil though. My beets and spinach in the next bed had a problem this year.

So how do you provide winter shelter for "good" bugs but not "bad" bugs?

Should I just skip the beets and spinach next year to help control the leafminers? My neighbours don't seem to be growing either one, so I think I am the "host" as the leafminers seem to get worse each year the past couple of years.
